Explicit pictures that surfaced this week of a man who many have speculated is a local senator have led to calls that he resign if the allegations can be proved.

Local news media reported that the pictures first appeared on a mobile network application for gays and bisexuals and that they themselves later received copies from unidentified sources.

Sen. Roberto Arango, who represents the capital of San Juan in the U.S. territory’s Congress, did not categorically confirm or deny the photos are of him during an interview with WAPA TV earlier this week.

"I really don’t remember having taken those pictures of myself, but it doesn’t mean I didn’t take them," he said. "I really don’t remember."

Arango, who is single, said he has taken pictures of himself with a cell phone as he continues to lose weight.

He did not return calls for comment Saturday.

One picture depicts a nude torso and is reminiscent of images that led to the resignation of U.S. Rep. Anthony Weiner of New York and a county legislator in New Jersey earlier this year. The other pictures, taken from behind, show a nude man on his hands and knees.

Puerto Rican Gov. Luis Fortuno has said that if the man is indeed a legislator, he should resign, echoing the sentiments of other lawmakers, including local House of Representatives Speaker Jenniffer Gonzalez.

On Friday, Senator Carlos Javier Torres said in an interview with Radio Isla that the Senate ethics committee he leads will discuss the pictures in its meeting next week. He called the images worrisome and said they have caused great discomfort to many.

The committee is not launching an investigation into the pictures, however, his spokeswoman, Wanda Nazario, told The Associated Press later Friday. She said Torres was not immediately available for comment, and she didn’t return calls for comment on Saturday.

Senate President Thomas Rivera Schatz said anyone is welcome to file a complaint if they have concrete information about the man’s identity, but he reiterated that he will not call for an investigation himself.

Controversy accompanies prosecutions under hate crime laws, and perhaps that’s inevitable; the pattern of discrimination that shows people have been targeted based upon their personal traits springs from prejudices we have not conquered. The Supreme Court has said, in Wisconsin v. Mitchell, that we mete out extra punishment for hate crimes because they can "provoke retaliatory crimes, inflict distinct emotional harms on their victims, and incite community unrest.''

Thousands upon thousands of lesbians, gay men and transgender people have had their lives scarred by discrimination, and countless died violent deaths decades before young Matthew Shepard was robbed, pistol-whipped and strung up on a fence to die because he was gay. Yet even after that murder made headlines, it took more than 10 years to pass the Matthew Shepard and James Byrd, Jr. Hate Crimes Prevention Act in 2009, which, for the first time, applied federal hate crime law to crimes motivated by a victim’s actual or perceived sexual orientation or gender identity.

It’s possible to strike deep at one’s core without a bullet or a knife blade.

Even in the face of gruesome crimes it was hard to get lesbian, gay, bisexual and transgender people on the map. But perhaps we should not be surprised, since we still fight for visibility, and against silencing, in law and policy. Yesterday the Department of Justice announced a settlement in a discrimination case that stemmed from a Minnesota school district’s policy that silenced staff members who might have intervened against bullying over sexual orientation or identity. It was mere months ago that the nation allowed our military service members to step from the ominous shadows of “Don’t Ask, Don’t Tell.” And today in Puerto Rico, there is a movement afoot to erase the Commonwealth’s hate crimes law that specifically protects lesbian, gay, bisexual and transgender people even as murders of transgender women grab headlines.

With regard to the Ravi trial, our legal system recognizes that not all crimes draw blood. It’s possible to strike deep at one’s core without a bullet or a knife blade. Whether or not the proof is mustered to a New Jersey jury’s satisfaction, justice is served by a system that has properly acknowledged that if hate is a legal factor, it should be recognized in all of its most virulent forms, including those leveled at lesbian, gay, bisexual and transgender people for who they are.

EDGE has learned that the Justice Department and the Federal Bureau of Investigation will conduct training sessions on hate crimes for Puerto Rican law enforcement officials.

A DOJ spokesperson confirmed that prosecutors and investigators with the Puerto Rico Department of Justice will attend these trainings, but did not immediately provide specific details about where and when they will take place. Pedro Julio Serrano of the National Gay and Lesbian Task Force said they will take place next month.

The FBI will meet with LGBT activists and other community representatives in Hato Rey later today to discuss the federal hate crimes law that includes sexual orientation and gender identity and expression. The DOJ’s Division of Community Services will also hold two listening sessions in San Juan today and on Thursday to discuss strategies to prevent hate crimes on the island.

These meetings will take place less than two months after Sophia Isabel Marrero Cruz of Transexuales y Transgéneros en Marcha (Transsexuals and Transgender People on the Move) and Dr. Scout, director of the Network for LGBT Health Equity at the Fenway Institute in Boston, met with federal DOJ and U.S. Health and Human Service officials in Washington, D.C., to discuss continued violence and discrimination against LGBT Puerto Ricans. The FBI met with Serrano last June following the deaths of three LGBT Puerto Ricans within 72 hours.

DOJ officials did not respond to EDGE’s repeated requests for specific information about these meetings. Scout said that the officials with whom he and Marrero met in the nation’s capital in late January seemed genuinely interested in listening to their concerns.

"You really got a sense that they were just kind of trying to figure out what they could to address the issue and they would come back with specific activities," Scout told EDGE shortly after the meeting.

Marrero agreed.

"We’ve approached the local FBI for assistance and were told they could not get involved. I was so relieved in the DOJ meeting when we learned that was incorrect, the FBI can and should assist," she told EDGE earlier on Wednesday. "Now to know they’ve followed up with plans to come train the local FBI on hate crimes is really great.

More than two dozen LGBT people have been killed in Puerto Rico since gay teenager Jorge Steven López Mercado’s decapitated, dismembered and partially burned body was found along a remote roadside near Cayey in Nov. 2009.

Puerto Rico’s hate crimes law includes both sexual orientation and gender identity, but activists have long complained that prosecutors have failed to apply them. The Puerto Rico Senate last November approved a provision that would eliminate LGBT-specific protections from the hate crimes statute that was included in a revised penal code that lawmakers approved in 2004. Governor Luis Fortuño, who has faced scathing criticism over his failure to publicly speak out against anti-LGBT violence on the island, told reporters a few days after lawmakers approved the proposed amendments that he supports the inclusion of sexual orientation and gender identity and expression in the hate crimes law.

The federal DOJ also cited an inadequate response to hate crimes as among the Puerto Rico Police Department’s numerous deficiencies in a damning report it released last September.

"[These meetings are] another step in the right direction," said Serrano.

Scout pointed out the amount of time he said it took federal officials to speak with those Puerto Ricans who have been most directly impacted by violence and discrimination on the island. He welcomed these meetings, but stressed they are part of a broader response.

"For too long it seems like justice officials just do not care about these crimes, let’s hope this the beginning of a new day," added Marrero.
